• If Line 15, Taxable Income, is positive, but Line 16 is blank or zero, this is not an error. For taxpayers in the 10% and 12% tax brackets, capital gains and qualified dividends are taxed at a rate of zero. If the total of capital gains and qualified dividends is greater than the taxable income on Line 15, then the Tax is zero.
